We upgrade shares of Peabody Energy (BTU) to Buy from Neutral with 31% total return (including dividends) to our 6-month target price of $26. Four factors underpin our positive view of BTU: (1) the potential for continued cost cutting and volume growth in Australia, (2) the bottoming in met coal prices, (3) improving cash flow and (4) attractive relative and absolute valuation. Even after outperformance in the last three months, BTU has still lagged the S&P500 by over 50% in the last 12 months and 110% in the last 3 years.

FLY Leasing (NYSE: FLY ) is also among the high dividend stocks focused on leasing. The company leases commercial jets to airlines. Based in Ireland, it offers an attractive proposition to airlines, leasing them newer, more fuel-efficient planes, and helping them avoid the major expense of buying new aircraft. FLY Leasing's dividend took a tumble in 2009, from $0.50 per quarter to $0.20, but it got a 10% bump in 2012, and recently yielded 5.4%. Its payout ratio is also below 50%, affording room for growth. The stock seems quite attractively priced, too, with a recent P/E ratio of 7.4 and a forward P/E of not much more than 4. It's not growing as rapidly as some peers, but it is growing, and is also carrying relatively less debt than various peers and working on paying it down.

Getty Images WASHINGTON -- As one part of the U.S. government looks to remove restrictions on making phone calls from airplanes, another agency is apparently considering its own prohibition. Federal Communications Commission Chairman Thomas Wheeler told members of Congress that while his agency sees no technical reason to ban calls on planes, Department of Transportation Secretary Anthony Foxx told him Thursday morning that the DOT will be moving forward with its own restrictions. Wheeler called his proposal to rescind the ban "the responsible thing to do." Calls have been prohibited for 22 years over fears that they would interfere with cellular networks on the ground. Technological advances had resolved those concerns. "When the rationale for a rule doesn't exist, the rule shouldn't exist," Wheeler told members of the House Communications and Technology Subcommittee during his 39th day in office. Wheeler said he has called the chief executives of major airlines, telling them that the government isn't requiring them to allow calls. Ultimately, the decision will rest with individual airlines. "I understand the consternation caused by the thought of your onboard seatmate disturbing the flight making phone calls. I do not want the person in the seat next to me yapping at 35,000 feet any more than anyone else," Wheeler said. "But we are not the Federal Courtesy Commission." The DOT, which includes the Federal Aviation Administration, wasn't immediately available for comment. The FCC proposal comes just weeks after the Federal Aviation Administration lifted its ban on using personal electronic devices such as iPads and Kindles below 10,000 feet, saying they don't interfere with cockpit instruments. An Associated Press-GfK poll released Wednesday found that 48 percent of Americans oppose allowing cellphones to be used for voice calls while flying; just 19 percent support it.
